i having trouble identifying problem , driving me crazy. if poor question or in wrong place please have mercy, exhausted trying figure out.

nothing has changed far can tell. have disabled plugins, re-uploaded them there. mind boggled!? looks same (code) appears different. missing!?
i happened well, should redownload layout, thats solved issue. remember adding 1 line css , removing it, layout got stuck , refused update, solution. hope else can give better 1 though :)
