been trying figure problem out quite while , haven't had luck. have program outputs pdf file (1.3 version). outputted pdf plain text pdf idea have user open pdf has graphics , have text pdf overlay other.
however haven't been able find way c/c++. there api use? need work both mac/windows os.

there plenty of open source , commercial applications can , have either sdk or command-line interface use c++.
callas pdftoolbox example of such application (but warning, i'm associated company). available mac, windows , various unix / linux platforms.
my advice more define need in terms of tool. library or command-line? own code? free or commercial? open-source?
